Low Income Assistance

At Kitchener Utilities, we understand that the cost of living is always on the rise, making home expenses sometimes unaffordable.

We are working with partners such as the Ontario Energy Board, the Region of Waterloo, and Kitchener-Wilmot Hydro to provide programming and bill payment support to those living in households with low-income and having difficulty paying their utility bill.

Our goal is to offer some financial relief for those households in arrears with their utilities. The Low-Income Energy Assistance Program (LEAP) is designed to provide funding to those who qualify. Special customer service rules as well as specialized conservation initiatives are made available to qualified applicants to help manage bills and work toward reducing annual utility costs.

Funding for this program is provided by utilities across Ontario. Local funding made possible by Kitchener Utilities is made available only to Kitchener Utility customers. 

Funding is limited, and applicants must qualify through the Region of Waterloo to be considered for LEAP support.
