This section of our natural gas service is designed for builders/contractors. Here you will find the necessary information, procedures and applications for natural gas services you require.

Please review the Conditions of Service document for all gas servicing, meter requirements, and billing information for new gas service connections and changes to your existing gas service.

To help you work through this process, we recommend working with a certified contractor. Your contractor will be able to provide the proper information to help the application and installation of natural gas to your home run smoothly.

Please note: due to the volume of gas service requests, the gas service installation is approximately 6-8 weeks from when the application is submitted. Services on regional roads are taking longer than 8 weeks.

Cost for a new gas service

Gas services in new subdivisions

For a new gas service in a new subdivision the cost is $208.08 + HST per gas service for the excavation. This fee will be invoiced after the gas service is installed. Frost fees will apply during the winter months. Please see details below regarding seasonal frost fees. 

There is a one-time meter set fee of $45.46 plus HST, and there may be additional charges for the following: impact barriers, services that exceed 18m, frost, higher gas pressure, minimal gas appliances, rooftop piping, and site not ready. A formal quote will be provided for additional charges, other than "site not ready."

Gas Design Fee

Gas designs are required for new subdivision gas mains and multi-resdiential projects for feeder gas mains. The cost for the gas design is $1,000 per km of gas main. If a redesign is required, the cost is 50% of the original design fee.

Aid to construction fee for new gas services in built-up areas

Gas service installation costs have increased over time, to the point where the cost of gas service installation is no longer offset by natural gas sales. Therefore, an aid to construction fee will apply for customers converting from another fuel source to natural gas. 

All new gas service applications received on or after January 1, 2019 will be subject to an economic evaluation and taking into consideration the following factors: length of service, gas main material type, road crossing, welder, drill, and unusual site conditions. The aid to construction fee will range from $500 - $2,500 + HST per service, and will not exceed $2,500 + HST. The majority of new services will be approximately $500 + HST.

Kitchener Utilities will be in contact with the customer after the gas application is received and a quote will be provided prior to installing the gas service. 

Seasonal frost charges in effect December 15 - March 31

With freezing temperatures and frozen ground, gas service installation in the winter requires additional resources. Frozen ground generally takes twice as much time to excavate, and makes it more likely that other construction alternatives may be required to prevent damage. Therefore, contractors charge an additional cost to excavate in frost conditions. As a result, charges are applied to any services installed during the winter months. Applicants who submit an application between Nov.15, 2019 and Feb. 28, 2020, or for gas installations completed between Dec. 15, 2019 and March 31, 2020 can expect to see an invoice for the seasonal frost charges.

The frost charge of $400 + HST per service was calculated based on a typical length of service of 18m in these conditions. Customers who applied for service prior to November 15th will not incur frost charges, regardless of whether frost is in the ground when the service is installed. Customers who applied for service after Nov. 15 will be charged $400 + HST prior to the service being installed. If the actual frost charge incurred was less than $400, a rebate will be provided. If the actual frost charge incurred was greater than $400, no further charges will apply.

Alternate formats of the gas service application

Alternatively, there are forms for requesting a gas service. For builders requesting multiple gas services for new construction, please complete and fax to 519-741-2638. For converting from another fuel source to natural gas, please complete and fax to 519-741-2638.

Gas meter request and final inspections

If your gas line is installed and you require a gas meter, please complete the gas meter set request form. Once your gas meter is installed and you require a final inspection for all gas appliance(s), please complete and submit a final inspection request. A final inspection must be completed. Kitchener Utilities is responsible for inspecting all gas appliances that are installed in the home prior to occupancy as per TSSA 212/01 requirement under section 7. (1).
