Beginning April 1, 2019, all fossil fuels, including natural gas, sold in Ontario have been subject to a federal carbon charge.  On behalf of the federal government, Kitchener Utilities bills, collects, and remits these charges.
Effective April 1, 2020 the federal carbon charge for natural gas in Ontario will change to 5.87 cents per cubic metre of natural gas used.  You will see this new rate on your utility bill beginning April 1, 2020 that says "Federal Carbon Charge" for this...

The City of Kitchener approved new water, sanitary sewer and stormwater utility rates during the 2020 Kitchener budget process.  The new rates are part of a multi-year approach to funding maintenance and long-term infrastructure replacement.  This is critical to delivering safe and reliable service to the community today, and for generations to come.

Kitchener city council has approved Kitchener Utilities natural gas rate change effective November 1, 2019.
The approved rate is:• For M1* customers, delivery rate to increase to 7.0871 cents per cubic metre;
The impact of the rate change is expected to produce a increase of less than 1% or about $5 on the overall bill to the average system gas** residential customer consuming 2,100 cubic metres annually.
